Heat oven to 350°F. Place mini paper baking cups in each of 48 mini muffin cups; spray baking cups with cooking spray.

Place 1 level teaspoon cookie dough in bottom of each muffin cup; press evenly in bottom. Cover and refrigerate remaining cookie dough for another use. Lightly press peanut butter cup, bottom side down into center of each cup.

Make brownie batter as directed on box. Top cookie dough and candy in each cup with 2 teaspoons of the brownie batter.

Bake 15 to 18 minutes, or until edges are set. Cool in pan 5 minutes. Remove to cooling rack; cool completely about 30 minutes. Store covered in airtight container.

If a recipe yields more mini cupcakes than your pan will make, cover and refrigerate the rest of the batter while baking the first batch. Cool the pan 10 to 15 minutes and then bake the rest of the batter. Check for doneness as stated in the recipe. You may need to add a few minutes to the bake time.
This recipe does not use alll of the cookie dough. When ready to bake remaining dough, heat oven to 350°F. Drop tablespoonsfuls of dough 2 inches apart on ungreased cookie sheet. Bake 12 to 15 minutes or until edges are golden brown. Cool 1 minute and remove to cooling rack. Cool completely, about 20 minutes.
Compostable unbleached baking cups also work well in this recipe. They can be found in the baking section of grocery stores.
