Cover shredded potatoes with very hot water in 2 1/2-quart bowl. Let stand uncovered 15 minutes. Drain thoroughly on paper towels.
Stir together potatoes and remaining ingredients.
Heat cast iron griddle or skillet over medium-high heat or electric griddle to 375º; grease well with oil and a little butter. (Surface is ready when drops of water sizzle and disappear.)
Drop potato pancakes by tablespoonfuls onto hot griddle. Cook about 3 minutes on each side or until brown
