In large saucepan, combine potatoes, celery and enough cold water to cover. Bring to a boil. Cover loosely; cook over medium heat for 15 minutes or until tender.
Spray 8-inch square (2-quart) baking dish with regular or olive oil nonstick cooking spray. Drain potatoes and celery; place in large bowl. Mash with electric mixer or potato masher. Stir in milk, salt and pepper until well blended. Spoon into sprayed casserole.
In small bowl, combine bread crumbs and oil; mix well. Spoon over potato mixture. Broil 4 to 6 inches from heat for 1 to 2 minutes or until crumbs are lightly browned.
