Heat oven to 350°F. Lightly spray 13x9-inch (3-quart) glass baking dish with cooking spray. In 2-quart saucepan, heat water, whipping cream, butter, salt and pepper to boiling. Gradually stir in grits; reduce heat. Cover; simmer 5 to 7 minutes, stirring occasionally. Add 1/2 cup of the cheese and the garlic; stir until cheese melts. Cool 10 to 15 minutes.
